A: This means that if you are trying to enter a mail that is already registered with Microsoft, you need to use a mail that has never been used with Microsoft.

To check if your mail is present in Microsoft, follow the link: https://login.live.com/, enter your mail, if a red error appears, then your mail is not in Microsoft and you can use it.
